18/131 Minutes
RESOLVED that the minutes of the Parish Council meeting of 9th January 2019
be signed by the meeting Chairman.
18/132 Chairman’s Announcements None
18/133 Declarations of Disclosable Personal Interests, Personal Declared Interests and
other Personal Interests.
18/133.1 Councillor Shelley. Relating to the Chairman’s appointment as a Parish Council
representative as a Sandon Parish Room Trustee should the matter of distribution of
the Concurrent Function Allowance include Sandon Parish Room.
18/134 Outstanding Matters Reports and Updates
18/134.1 Community Transport
Ten residents from Milwich and Sandon used the Stafford Shopper Bus service on
30th January, the next service is on 27th February.
18/134.2 A51 Traffic issues through Sandon including the Burston junctions.
Councillor Parry not present to discuss the concerns of residents and Parish Councillors.
18/134.2.1 Discussion regarding a residents petition being launched.
18/134.2.2 As a related issue Councillor Harris presented a report of a HS2 meeting that he had
recently attended which raised significant concerns about traffic movements on the
local road network for which there appeared to be little planning in place.
18/134.2.3 The impact of closure of the M6 during the previous morning on traffic along the A51
on other local roads was highlighted.
18/134.3 Burston Car Park resurface. In abeyance. For future discussion.
18/134.4 Hilderstone Road Gate and Fence
Councillor Harris to provide reflectors for the fence section.
18/134.5 Damaged fence at the Railway Bridge on the B5066, Stafford Road, Sandon.
18/134.5.1 Clerk’s Report. No progress with County Highways or Network Rail.

18/134.6 Footpath 36 – Burston Pool to the Canal Bridge
Problem with the reconstructed section following the recent brook high flow levels.
18/134.6.1 Repairs completed under the direction of Councillor Harris.
Work now completed on the opposite side of the bank to the footpath, improving the
flow level at this narrow point.
18/134.6.2 Further work on the trees overhanging the brook from Mr Shaw’s land proposed.
18/134.7 Additional Street Lights along the A51 pavement side between Hilderstone Road and
Burston Lane. Proposal for consideration raised at the January Parish Council meeting.
18/134.7.1 County Highways estimated cost to the Parish Council per light – £2,500 to £4,000.
18/134.7.2 RESOLVED not to pursue additional Street Lights at this cost to the Parish Council.

18/136.1 Financial Statement presented by the Clerk. Bank Statement reconciliation checked.
18/136.2 Information Commissioner. Annual Registration Fee of £40.00 LGA 1972 s111
RESOLVED to pay the Fee.
18/136.3 Concurrent Function Allowance – Allocation of Funds.
RESOLVED to donate £318.00 to Sandon Parish Room. LGA 1972 s137.
Councillor Shelley declared an interest in the allocation of funds as the Parish Council’s
Sandon Parish Room Trustees representative and took no part in the resolution.
18/136.4 Invoice. Brookside Business Park. £355.95 plus £71.19 VAT. Total £427.14
Reinstatement of Footpath 36.
RESOLVED to pay the invoice. Highways Act 1980 s43.
18/136.5 Bank Mandate Change
RESOLVED that Councillor Charlton replaces ex Councillor Hickey as one of
the three Councillor signatories.
The meeting was adjourned for the County and District Councillor’s reports and convened thereafter.
18/137 Report from County Councillor. Not present. No report submitted.
18/138 Report from District Councillor.
Councillor Harp reported on relevant issues as they arose during the meeting.
18/138.1 The request raised at the last Parish Council meeting to look at providing a
Dog Litter Bin on Church Lane.
The Borough would provide a bin but its cost and the subsequent costs of emptying the
bin would be reclaimed from the Parish Council.

18/141.5 Sandon War Memorial Trustees – Bank Mandate Change.
Notification that it is proposed that Lord Harrowby and Simon Shelley are signatories
on the Account and that Simon Shelley is a personal appointment not related to the
Parish Council.
It remains that the whoever is the appointed Chairman of the Parish Council is also
a Sandon War Memorial Trustee.
18/141.6 Burston – 2019 Best Kept Village Competition.
Burston residents to be consulted on whether or not to enter this years competition as
opposed to a commitment to keeping the village tidy.
18/142 Date of Next Meeting Wednesday 13th March 2019.
