RESOLVED that the minutes of the Parish Council meeting of 14th November 2018

be signed by the meeting Chairman.

 

18/108             Chairman’s Announcements           None

 

18/109             Declarations of Disclosable Personal Interests, Personal Declared Interests and

                        other Personal Interests.                   None declared.

 

18/110             Outstanding Matters             Reports and Updates

18/110.1          Community Transport

18/110.1.1       Clerk’s Report.   The first shopper bus journey to Stafford was completed on

Wednesday 5th December with five residents from Sandon and four from Milwich.

Dates for a once monthly service in the New Year to be confirmed with Community

Transport Stafford.

18/110.2          Damaged fence at the Railway Bridge on the B5066, Stafford Road, Sandon.

18/110.2.1       Clerk’s Report.  The contractors who felled the tree which caused further damage to

the fence do not accept responsibility for its repair and refer queries to Network Rail.

To be progressed with County Highways and Network Rail.

18/110.3          Hilderstone Road Gate and Fence

Discussion on the need for enhanced night time awareness of the gate and fence.

Possible addition of further reflectors.

18/110.4          Burston Car Park resurface.

Options of types of hard surface, associated drainage problems and costs to be obtained,

possibly by the January meeting, for inclusion in the Precept budget.

18/111.1          Applications returned to Stafford Borough Council –  Reply Awaited                     None

18/111.2          Application decisions by Stafford Borough Council.

18/111.3.1       18/2929365/HOU       White House Lane Cottage,  Whitehouse Lane, Hollywood.

Link extension between dwelling extension and an outbuilding.

                        (application withdrawn)

18/111.3          Applications received by the Parish Council for Consultation.

18/111.4          Planning Appeals or Queries               None

18/112             Finance

18/112.1          Financial Statement presented by the Clerk.  Bank Statement reconciliation checked.

18/112.2          Invoice.  Community Link Stafford.  Annual Group Registration Fee for Shopper Bus

journeys to Stafford for 2019.  LGA 1972 s137.

RESOLVED to pay the invoice.

18/112.3          2019 / 2020 Precept budget

Details of Tax Base, Government Grant and Concurrent Function Allowance figures

received from Stafford Borough Council.

No change in the Grant and Allowance values but a slight increase in the Tax Base that

would enable the Parish Council to raise an additional £50 without any increase in

the rate paid by Householders as the Parish portion of the Council Tax.

18/112.4          Chairman’s Medallion

RESOLVED to update the medallion when appropriate.

 

The meeting was adjourned for the County and District Councillor’s reports and convened thereafter.

18/113             Report from County Councillor.     Not present.  No report submitted.

 

18/114             Report from District Councillor.

Councillor Harp reported on relevant issues as they arose during the meeting.

 

18/115             Items Raised by Member Councillors / Clerk

18/115.1          Councillor Hickey       Update on the Mobile Library stopping on the Hilderstone Road.

Possibility of formalising this stop when the revised schedule begins in April 2019.

18/115.2          Councillor Wildblood.

18/115.2.1       Reporting on the accident on the A51 at the Burston junction.

18/115.2.2       Grit / Salt pile replenished at the Railway Bridge on Burston Lane

RESOLVED to look into providing a bin to store the grit / salt.

18/115.3          Councillor Harris

18/115.3.1       A51 –  volume of traffic and excessive speed of vehicles through Sandon and at the

Burston junctions.

18/115.3.2       Bus Shelters in need of an external recoat of preservative.

18/115.3.2.1    RESOLVED that this maintenance work should be undertaken when weather conditions

and labour allows.

18/115.4          Considering the accident on the A51 and the increasing volume and speed of traffic it was

RESOLVED to request a meeting with Councillor Parry and also request a further

traffic survey is undertaken.

18/116.4          Mid Staffs Ramblers email re damaged stile.  Information passed on the Sandon Estate.
